The Division of Federal/Provincial Agreements is responsible for coordinating the activities of federal/provincial funding agreements in which the Department of Education is a key stakeholder. The Division’s primary focus is the ongoing maintenance and support of both the Community Access Program (CAP) and the CAP Youth Initiative (CAP YI). CAP was launched in 1995 to provide Canadians with affordable access to the Internet and the skills to use it effectively. In Newfoundland and Labrador over 165 sites have been established since 1995. CAP is now responding to the challenge of ensuring that the nationwide network of sites is maintained and continues to benefit the citizens of this province. CAP YI provides our province’s youth with paid internships at CAP sites. These internships allow youth to build valuable skills while working in either rural or urban areas of Newfoundland and Labrador. Additionally, the Division is also responsible for the administration of the "Connecting Learners and Communities" Broadband Initiative which will provide broadband Internet access to 65 schools and 100 communities in the province.
