The overall responsibility for ensuring that appointments to and promotions within the Public Service are based on merit, is included within this division of the Public Service Commission. It involves research, evaluation and leadership in the development and implementation of current best practices to meet the evolving staffing needs of scheduled departments and agencies. This is the core legislated mandate of the Commission and is conducted primarily through its Strategic Staffing Division.

Current Programs and Service Areas

Delegated Staffing Authority: Chief Executive Officers of departments and agencies scheduled to the Public Service Commission Act have been delegated the authority to conduct their own staffing activities, see Employment Opportunities.  Through formal agreements, departmental staff are accountable for the conduct of Commission approved selection processes and the application of merit principles.  The design, terms and conditions, maintenance and ongoing review of these delegation agreements is a Commission responsibility.  The Commission retains responsibility for staffing the positions of Directors of Human Resources and Directors of Finance. Commission staff will chair other selection boards at the request of Deputy Ministers or under specified circumstances.

Standards and Procedures: The Commission designs, implements and approves the personnel selection processes and related policies and procedures to be applied in staffing public service positions.  The Commission has a responsibility for ensuring compliance with established standards and procedures and for evaluating their effectiveness.

Staffing Advisory Services: The Commission offers advisory services on staffing issues to scheduled departments and agencies engaged in restructuring, reorganization and succession planning. The application of pre-approved personnel selection processes in these initiatives supports more effective transition for both department officials and employees.  The Commission also provides interpretation of policies/procedures, and training related to staffing in the Public Service, including how to Chair Selection Boards.
